Committee Feedback on Public Comment Period in Committee Meetings CC 7/7/26

At the 7/7 Council meeting, the Council discussed the possibility of creating a city-wide policy for all committees, commissions, and board to incorporate some type of public comment period into their standing meeting agendas, but allow the committee flexibility for receiving public comment without allowing a discussion forum to take over the meeting. The License and Ordinance committee will take the lead on developing a potential policy/ordinance. RECOMMENDATION: Please discuss and

provide feedback to Council on Public Comment Policy.

Reschedule September, November, and December Meetings

Due to holiday and religious observances, the September meeting will need to be rescheduled to September 14. Staff would like the Committee to consider rescheduling November and December's meeting as well due to staffing and holiday schedules in December.

Review DRAFT Climate Roadmap RFP and Offer Feedback

Staff seeks feedback for the City of Middleton's DRAFT Climate Roadmap Request for Proposal (RFP). This project has an allocated budget of $200,000. A DRAFT RFP is attached to this agenda item. The RFP seeks qualified firms to help map out a phased plan to meet the City's 2040 Energy Goals through decarbonization, efficiency, and renewable energy projects. This work requires technical engineering facility and decarbonization assessments in all buildings, synthesis of all operational energy use, and creation of a phased project/capital investment implementation plan to help the City meet its energy goals outlined in Resolution 2018-32. This Roadmap will provide details on energy savings, operational savings and costs, funding mechanisms, and a fiscally responsible timeline to rapidly decarbonize. Phased and prioritized projects could include equipment replacement, facility system upgrades, efficiency work, and renewable energy projects. Hilyard will collect your feedback as well as internal staff feedback, make edits, and release the RFP this August.

2027 Planning and Community Development Department Operating Budget Request PC 8/11/26

The Planning Department is submitting an additional Operational $1110 Budget Request for the Scrap Stop for additional bin service in 2027. There is also a correction needed for the Sustainability Committee's Operating Budget line item to bring the Committee's Operating Budget to $10,000. There was an error when the intern's allocation was transferred into a different personnel account this summer. The Committee Budget will remain $10,000.
