Consideration, discussion, and possible action on the Road Surface Treatments Project - Award of Bid (26-103)

Staff recommends that the Committee recommend to the Finance Committee and Common Council award of a construction contract to Fahrner Asphalt Sealers, LLC in the amount of $80,113.00.

Consideration, discussion, and possible action on Pet Supplies Plus TIA Proposal (PC-2198)

Background: SRF has submitted a proposal for a traffic impact analysis (TIA) in line with the City’s guidelines for an Access Location & Design Review.  This project includes a new facility at 3415 Parmenter Street the NE corner of the Parmenter/Century intersection, for Pet Supplies Plus.

Recommendation: Staff requests that the Committee authorize SRF to proceed with a TIA, once funds are deposited by the developer, to determine improvements or site plan modifications that may be needed to support the proposed development.

Consideration, discussion, and possible action on CTH M Bridge Utility Easement (CLC 7/22/26)

BACKGROUND: Consideration of a permanent utility easement and temporary construction easement within Pheasant Branch Conservancy related to utility relocations associated with the planned Dane County Century Avenue bridge and roadway improvements scheduled for 2027. Madison Gas & Electric (MGE), along with the City’s water utility and telecommunications providers, have identified conflicts between existing utility infrastructure and the upcoming bridge project. Due to the required reconstruction limits within the Century Avenue right-of-way, utilities must be relocated to maintain service and support the project. MGE is coordinating the joint utility relocation effort and is requesting a permanent easement through City-owned conservancy lands for the installation and future maintenance of gas, electric, and telecommunications facilities. A temporary construction easement is also requested adjacent to the permanent easement area to allow for equipment staging, material storage, and construction activities. The anticipated construction schedule is dependent on easement approval and coordination among all involved utilities, with work tentatively planned for fall 2026 and completion prior to Thanksgiving.

RECOMMENDATION: Review the proposed permanent utility easement and temporary construction easement for construction staging and recommend approval as presented by Strand Associates.

5.)

Discussion of the CTH Utility Relocation Detours

BACKGROUND: Attached are preliminary pedestrian and bicycle detour plan associated with utility relocation work planned along Century Avenue in fall 2026. The utility work will require temporary trail impacts and closures within the Pheasant Branch Conservancy and surrounding trail network. Madison Gas & Electric, the City’s water utility, and other utility partners are coordinating utility relocations in advance of the future Century Avenue bridge and trailhead improvements. The proposed detour plan identifies anticipated trail closures, alternate routes, and coordination efforts to maintain safe pedestrian and bicycle access during construction. The proposed routes and timing remain preliminary and may be adjusted as utility coordination and construction scheduling continue. Madison Metro is included in these conversations and is aware of route detours they will need to make.

RECOMMENDATION: Review the preliminary pedestrian and bicycle detour routes and provide input on the proposed trail closures and access plan for the fall 2026 utility work in coordination with the Century Avenue Bridge and Trailhead Project.

Consideration, discussion, and possible action on the 2027 - 2031 Public Works Capital Budget

BACKGROUND: The 2027 budget process is currently under way. Staff is requesting to have the Public Works Committee review the 2027-2031 Capital Improvement Plan for recommendation to Finance & Personnel Committee and Common Council on prioritization.

RECOMMENDATION: Recommend the 2027-2031 Public Works Capital Improvement Plan to the Finance Personnel Committee and Common Council for approval.

8.)

Consideration, discussion and possible action on the 2027 Public Works Operating Budget

BACKGROUND: The 2027 budget process is currently under way. Staff is requesting to have the Public Works Committee review the 2026 Projected Budget and 2027 Proposed Budget for recommendation to Finance & Personnel Committee and Common Council on initiatives and prioritization.

RECOMMENDATION: Recommend the 2027 Public Works Operating Budget to the Finance & Personnel Committee and Common Council for approval.
