CXC Outdoor Center Sign

BACKGROUND INFORMATION: Central Cross Country Skiing, Inc. has designed a sign to be placed at the entrance of the CXC Outdoor Center facility. The sign includes naming of the City's Middleton Bike Park facility.

 

RECOMMENDATION: Recommend approval of the sign design per the Amended and Restated Lease with Central Cross Country Skiing, Inc. to the Plan Commission.

2.)

Presentation and Adoption of the Middleton Urban Forestry Management Plan

BACKGROUND: The Urban Forestry Management Plan provides a comprehensive assessment of Middleton's publicly managed tree population and establishes a five year strategy for tree maintenance, planting, risk management, and long-term urban forest sustainability. The plan is based on a 2024–2025 inventory of more than 8,800 public trees and identifies immediate maintenance priorities while outlining ongoing management practices. Adoption of the plan will provide policy direction for future forestry operations, budgeting, and implementation.

 

RECOMMENDATION: Recommend to the Common Council, adoption of the Urban Forestry Plan and Tree Inventory Analysis as presented by Bluestem Forestry Consulting, Inc.

3.)

Proclamation Designating July as Park and Recreation Month

BACKGROUND: July is nationally recognized as Park and Recreation Month. This year's theme, "The Power Of" is a reminder of the contributions of more than 160,000 full-time park and recreation professionals, along with hundreds of thousands of part time and seasonal workers and volunteers who maintain our country's parks. During Park and Recreation Month, the National Recreation and Parks Association, encourages park and recreation agencies to showcase they ways in which they contribute to strong, vibrant and resilient communities all year and how community members can support their local agency's work. This July marks NRPA's 41st annual Park and Recreation Month.

 

RECOMMENDATION: Recommend adoption of the proclamation designating July as Park and Recreation Month to Common Council and recommend additional ways staff can encourage community members to visit local parks and recreation areas during the month of July.

4.)

Agreement with RecDesk LLC. for Parks & Recreation Management Software in an amount not to exceed $7,500 subject to City Attorney approval

BACKGROUND INFORMAITON: The City has utilized RecDesk LLC as its Parks and Recreation management software provider for several years without a formal written agreement. The proposed Software-as-a-Service (SaaS) Agreement establishes a one year contract with a fixed annual subscription fee of $7,500, replacing the previous variable pricing structure. The agreement also includes software support, upgrades, and email communication services, with a 3% annual cost-of-living and technology (COLT) increase after the initial term.

 

RECOMMENDATION: Recommend to Finance & Personnel Committee and Common Council, approval of the agreement with RecDesk LLC. for Parks & Recreation Management Software in an amount not to exceed $7,500 subject to City Attorney approval.

5.)

Grant Agreement and Land Use Restriction Agreement (LURA) with the with the Wisconsin Department of Administration for the Non-State Grant Program subject to City Attorney approval (PRFC 7/6/26)

BACKGROUND INFORMATION: The City of Middleton was awarded a $200,000 grant through the Wisconsin Department of Administration's Non-State Grant Program to support the Parisi Park Shelter Replacement Project. The project was selected through a highly competitive statewide process in which 257 applications requested more than $278 million in funding, with only $50 million available. The Parisi Park Shelter project was one of 71 projects approved for funding by the Wisconsin State Building Commission.

 

RECOMMENDATION: Recommend to the Finance & Personnel Committee and Common Council approval of the Grant Agreement and Land Use Restriction Agreement (LURA) with the with the Wisconsin Department of Administration for the Non-State Grant Program subject to City Attorney approval.

Overview of 2027 Budget Process and Discussion of Budget Priorities (Discussion Only, No Action)

BACKGROUND: The Finance Department have provided the Finance and Personnel Committee with the attached timeline for developing the 2027 budget. Staff are seeking an informal discussion with the Committee to review priorities as the Parks & Recreation Department's capital and operating budget requests are developed.

 

RECOMMENDATION: Staff is requesting feedback on budget priorities for the 2027 budget.

7.)

Update Community Campus Project

BACKGROUND INFORMATION: As the Community Campus Project advances into the architectural programming and design phase, it is important that the facility planning process considers the long-term operational needs of all City services that may utilize the campus.

 

Middleton Parks & Recreation provides year-round recreation programming serving residents of all ages and currently relies on multiple City facilities to deliver indoor programs, community education, fitness, youth enrichment, camps, and public training opportunities. Demand for indoor recreation programming continues to grow alongside the community.

 

The Parks & Recreation Department requests that the architectural programming process include an evaluation of Recreation's current and future space needs, including dedicated programming areas, appropriate storage, and opportunities for flexible, shared community spaces where operationally feasible. Identifying these needs early in the design process will help ensure the Community Campus can effectively support municipal services and adapt to future community needs.

 

RECOMMENDATION: This discussion is intended to provide a recommendation to Common Council that recreation services be included in the architectural programming and space planning process as the Community Campus Project moves forward.

 

8.)

Parks Project Updates (No Action)

Staff will provide an update on current park capital improvement projects, including recently completed work and projects currently under construction or in the planning phase.
